War Crimes Memos

A summary (warning: popups) of internal debate in the current administration about whether or not to follow the Geneva Conventions (including the POW provisions from the third convention) in the fight against Afghanistan. See especially Colin Powell’s memo (PDF + possible popups) which makes a pragmatic case for following the Geneva Conventions (though the administration chose not to do so — even though we signed on [PDF] back in 1955).
